Is that DOT4 fluid? Some DOT5 fluids have been known to swell older seals and cause the brakes to seize. It's happened to me!

If memory serves me correct, the reservoir tends to be slightly at an angle, but once the bike's on it's side stand and the steering canted slightly to the left, it levels up.
