Oh, I have same problem. My is MC21. I disconnect the wire on pulley. When i turn the key to "on", and press the kill switch to "run", the servo just shake a bit and the servo go to "HI" position.

I tried to turn off the key, moved the pulley to "LO" position by hand and turn the key to "on", the pulley moved to "HI" again.

I checked the motor and variable resistor on the servo and both are in order. I also checked the TPS and battery voltage and seem no problem.

So, I want to ask:

1) if the servo have movement, can i said the PGM unit is OK?
2) Any work shop manual for MC21?
3) If PGM is ok, the harness......
