I wouldn't bother revving it past 12,000rpm.
It's very rare to see one make peak over about 11,500, and even a full-on TT-F3 doesn't make peak power as high up the range as Honda claimed!
Honda claimed the 1991 RS250R NF5 (loosely based on the NSR250 motor) makes peak at 12,250rpm. Not the same crank, but very similar in most respects.
In the interests of longevity, I'd recommend 12,000rpm as the safe limit.
