If I remember correctly, the green wire is earth (ground). Snipping the orange/blue wire and connecting it to earth is just reproducing what Honda do further down the harness!
The O/Bu wire FROM the PGM should be connected to a switched positive. The Bk/W wire is live only when the kill switch is set to run. Another favourite (M-Max etc.) is to splice into the positive feed to the brakelights.
