To be honest doesnt that sounds fairly normal? I normally see higher than 60 degrees in town but obviously depends on the ambient temperature and it is going to drop when you speed up and the air flows through the rad.

Not trying to teach you to suck eggs or anything, the thermostat closes of the radiator circuit when its cold and opens it up when the engine reaches temperature. If it wasn't working then surely you wouldn't see a temperature drop when you speed up as this is the radiator doing its job and cooling the water(the temp sender is on the thermostat housing) does that make sense?

If you have any doubts just remove the thermostat from the housing, drop it in a pan of boiling water and you should see it open and close again when you remove it.
