I'm not sure if you've seen it, but there's a comprehensive troubleshooting section in our English NSR250R MC28 Service Manual.

I'm afraid I can't be of much help in this instance, as I've never had to do any fault-finding with a PGM-IV personally, but hopefully you can get it sorted, and report back how you get on.
