Brand new cases are blank so they can be stamped with the original engine number [technically, by an official Honda franchise].
Personally, I would check what's stated on the V5, and if that number falls into the MC28 engine number range, stamp the cases accordingly. If you don't have a V5 (if it's a new import, for example), the number should be somewhere on the import documentation. The Japanese are very fastidious about things like that, so whatever's on the Japanese paperwork will almost certainly be original and correct.
Honda UK MAY be able to tell you the engine number if you contact them. You'll need to write to them... don't expect to be able to talk to someone in person! There have been claims in the past of Honda UK confirming exact models by frame number before (owners wanting to verify genuine SP models), but I have never personally seen any proof of this actually happening.
