I wouldn't say it's common, but just something I have seen. Bear in mind, I've been involved with NSRs for almost 30 years, so I've seen "multiple" instances of things some owners may have never seen in several years of ownership and/or multiple bikes. I'd say you're probably better off sourcing another shaft if it is worn, as the likelihood of getting another worn one is pretty remote.
I have someone I can ask about refinishing one, but the biggest issue is if it's straight. Lots are dropped and, when they have the OEM fold-up footrests, can put enough pressure on the lever to distort the end of the shaft a little. It's not necessarily enough to cause a leak, but when put in a lathe could be enough not to be able to [build it up and] turn it down within tolerance.
