Sounds like Full Throttle too me. I do have a VCD copy of it somewhere, but I can't remember where it is though! (Only found the case last time I looked!)

I think Racer38 had a DVD copy of it, but I left that at Luke F's place back in 1999, so its likely to be long lost!!

I'll try and find the movie again. I think the race sequence can be found on Jamie's NSR Homepage in the "multimedia" section.
