hello, welcome. all depends on what you want from a bike the 28 is dogs wotsits, but a nice 21 is as fast and good in corners. 28's are expensive for a good one 21's no so. best of luck, worth the wait for a 28 if thats what you want! they dont come up very often, 21's every now and then a nice one will pop up, 1600 will get you a mint SE maybe even a SP 2.5K + for a nice 28
