personally i would say that the 21 is the better bike, its lighter, faster and easier to deristrict. the only real differences between the 21 and 28 is the smartcard ignition (the reason its so hard to deristrict) and the proarm (bit dated now, how long ago was the last SS swingarm released).
any 28 is going to cost you over 2K and that would be for a ratty R if you want an SE or SP you are looking at 3-5k.
21s are more common i sold my R for £1200 and it wasnt mint so for a really good R you should look to pay about 1.5K SE - 2K SP -2.5K
