In my opinion the RS front-end would be far too soft for the weight of the NS chassis/motor, and I am not sure of both it's cost or performance effectiveness after the modification required to make it more suitable for the job.

I personall think that, if you can find one, an RVF400 NC35 front-end would be a good choice, or maybe a later USD Fireblade front-end, to keep things Honda.

Alternatively, the ZXR400 front has been a popular NSR conversion, and seems to be both relatively cheap and easy to source. The spring rate and dampening will be better suited to the weight of the NS400 too.
