The goo can be removed, either by scraping or thinners (I think). I used a hot soldering iron as I like the smell (JOKE children - don't breathe that stuff in!)
As long as it hasn;t toasted the board itself, then the components can be replaced. Only way to find out is to start carfeully digging yourself and see what's what.
