PGM Unit/Black box,Powdercoat or paint spray.

Hi Guys,
Just started stripping down my project SP MC21. can someone confirm that i am understanding the detail in the tuning section correctly.
I have removed all the bodywork and found the pgm unit, this restricts the speed is that correct?
While following the wiring I came across a 1" 1/2 square black box with M/Max marked on it, does this mean that the bike has been derestricted?
The magtek wheels are in a sorry state visually, is it ok to shotblast them with fine sand to take them back to bare and also can someone advise me which is better, primer and powder coat or to spray paint, intended finish is going to be a satin black.
