Only if a winding has physically burnt out, and even then it's not a certainty that you can see it. If you can see it, it will normally see a blackend and/or fractured wire(s) on the coil windings, and maybe melted "wax" around the area that's got too hot.
Have you gone through the Electrex fault-finder in the Workshop? Have you tried an alternative regulator/rectifier? If you talk to Racer38 nicely, he may have an MC28 stator he could bring with him for you to try at the weekend!
