tuned mc16 engine

I have a spare set of cases and a rebuilt crank for my '16 should the worst happen, my hypothetical question is what barrels/heads and carbs should I fit to make more power as I believe the 16 has smaller carbs and ports than the later models?
I see from another post that 21/28 pistons are prefferable to 18 ones and that 18 barrels have the best ports, meaning I would need to attach 18 pipes, right or wrong? 16 carbs also don't have any tps, how does this effect the peformance? Is it tied into the pgm? If I was to build the engine it would be on the (relative) cheap and hence don't want to change all the wiring to accomodate a pgm unit.
