Pull the "GPS wire" (it's called a neutral switch on modern NSRs) off if you want and place it in the bin, with the HRC card it does nothing as you've stopped the signal from it doing the 030 card splice and there's no where to plug it into on the HRC loom either.
There's something breaking down under high load, an HRC carded PGM4 has no idea what gear you're in or how fast you're going, it can't have, there is no GPS or speedo signal coming in.
RavenSP, there wasn't a speed restriction on the '28, it's megre 40bhp isn't enough power to require one, it was only geared for 115mph at 12000rpm in top and it can barely get there, job done as far as Honda were concerned.
By comparision a std '21 will do 125mph in top presuming it has enough mojo to get there, thus it needed some kind of speed restriction. Rather than a hard cut off (like the 400's got) the '21's got their power wound down by retarding the timing in the higher gears, hence the GPS splice to "fool" the PGM into always thinking it's in 3rd.
