steering sensitivity by adjusting forks in triple clamp

I have noticed my forks have a 20mm+ spacer between fork yoke and steering head adjusters! Also my forks stick up through the clamps by 27mm! I had my first race meeting on saturday and it appeared to me that the steering was very sensitive which made it difficult to hold smooth lines-

Would you expect this to be the result or effect of the position of the forks in the triple clamp and why would it have a spacer between fork yoke and steering head adjusters?
