I am not sure if it works like other adjustable exhaust valves, but most go from full open, to fully closed every time you turn on the ignition to calibate and clean themselves.

I would try cabling it up to the valve and see what happens. It should go fully closed, fully open then stop either closed or in the middle somewhere.
