The RS250 PGM-II is effectively the PGM used in the old F3 kit.
It will allow for more over-rev (RS redline is 13000, over-rev is 14000rpm I believe, the NSR is 12000 & 13000 ) and uses a more aggressive ignition curve.
Unless you are running all the other F3 bits, or have extensive modifications to your MC18 and easy/cheap access to a dyno, then I'd save my money and do the wire splice! The full F3 kit also called for the modifcation of the crankcases to accept the RS250 crank/stator/flywheel.
There's a possibility you need to swap the coil feed wires on the RS PGM-II too, as the RS and NSR are wired up differently.
Incidentally, the NSR cranks are not rated to the same rpm as the RS cranks, so I can't see much point other than if you're submitting to the Posers page!! ;)
