According to the big blue Honda book of words, the R2/4J servo should rotate to "HI" at 2000rpm.

There are 2 different setups for the RJ. One uses a single RC Valve control unit, the other uses a primary and auxilliary controller.

You'll need to trace the colours out of the servo back to their respective box(es) and I expect you'll need to replace it (or both). You may be lucky however, and find it's just a bad connection or earth (ground).
