To expand on what Fontyyy says, the problem with a two stoke is that the engine ports are optimised to work at a particular rev range (generally the top) so pre power valves, you had nothing... then everything!
The powervalve introduced a way of varying the port height, and gave the engine back some mid rev power, but it was never perfect - expecially in the early days.
