large bolt next to front sprocket

Hey guys, another quick question:

The large bolt (17mm head, about 3 inches long with 1 inch of thread) that goes just to the rear of the front sprocket does not appear to go in far enough to allow the flywheel/sprocket cover to go on. Is there meant to be anything hanging off here that I don't know of, can the biolt be sfely discarded or do I need to do something about the problem?

I did try to go through the parts manual before asking such a basic question, but I had no luck.
