MC21 will not rev past 8500rpm on the road, Help, Please?

Hi, I am new here and new to NSR's in general. My 21 has MC18 loom and PGM and the carb's are all pretty stock, it seems. I have 140MJ's, Emulsions are clear, stock needles, 38SJ's and all the plumbing of the air hoses was in situ too. It just only pulls a bit on a part throttle, no more than 1/3 I'd imagine. Wound any harder and it feels like fuel starvation but I can't think it is, cos there is a fair bit of wetness in the airbox base after. Confused

I do have NEW BR9ECM's in place and have cleaned everything spotless. Could it be the Air solenoids or PJ's? I don't know where to look for the PJ's anyway, checked according to the site and they passage seems to lead to the hoses on the upper bodies of the carbs.

Oh, have also adjusted the AS to stock.

Help, just sold my 2002 R1 for a commuter and bought the NSR for jollies but all I am having is sadness. Crying or Very sad
