Fitting 17" wheels to the '16 is a rather involving job I'm afraid. The rear would need a larger swingarm form a later model and the front would need matching discs and calipers adapted to fit the forks, again it might be easier to fit a complete front end from a later model.
Modern 250gp rep body work is available but not to bolt on to the '16, sorry.
If you want a modern looking bike it might be better to get the '16 running and then buy a '21 which is easier to get go faster/look nicer parts for. And as many on this forum will agree with, one NSR is never enough.
The best thing about the '16 is that it is now being viewed as a classic as it was the first modern 250 sports bike. It was only in production for a year and so getting bling parts for it is nigh on impossible, unless you are Andy
