NSR250 MC18 Firing Problems

Hi forum, Dudes and Dudets. I have recently become a owner of a nice NSR250R MC18. I'm having problems with the one cylinder. Let me explain to you guys. When I ridding the bike and open the throttle to pull away the bike struggles to ride, but when I get to 6000rpm and until 12000rpm the bike rides OK, but only till it gets to 4th gear and then I seem to be losing power and can't shift up to 5th or 6th gear. When I ride the bike you can clearly see that the left pipe is working and the right pipe is not, but when I stop I can see that oil and petrol is coming out of the right pipe, it smells like petrol too. When I drive the bike it feels that that cylinder just wants to fire, but it does not, you can actualy feel the bike wanting to go faster. Both was firing at a previous occasion and this made me very scared as this is my first bike. I did put in brand new plugs as specified by the agents and a brand new battery.

I would really apreciate if someone could help me with this problem.
