Best budget minded suspension improvement is simply to have the standard gear fully serviced and built to your own particular needs (weight etc). Transformed my MC21 when I was racing it.
Then have the suspension set up at the track by someone who knows what they're doing working with you - set up the sag for your weight, setup the fork height so the bike drops into corners how you like it etc.
Fully service the brakes and fit fresh pads.
GPR70 tyres are good enough to scrape the fairings on a sunny day, but a bit scary in the wet. Not sure what you have available to you out there...
No idea on the fairings!
