RC Servo Motor cycling

I am working on the purchase of an MC18. Price has been agreed after the bike was carefully examined. I do, though, have one question. When turning on the ignition but with the engine not running, should the RC valve servo motor cycle through to verify that it is operational? I'm told that other manufacturer's 2-stroke models with exhaust valves cycle the servo motor when the ignition is turned on.

In the case of the MC18 in question the bike starts fine and after a short period of time settles down to a nice idle. (I didn't ride the bike because the temperature here today is -10 degrees Celsius. In other words, it's a typical Winter day where I live.) What's throwing me is that when I pull the tank and try to cycle the servo motor by just turning on the ignition, nothing happens.

I've read through the forum discussions on rc servo motors but I'm not quite clear on what should be happening.
