Unquestionably something wrong with setup of the other MC18; you can see that the MC16 will be a lot less powerful (maybe up to 10hp) just by looking at the shape of the ports. With the 18 heads and carbs, maybe the difference is knocked back to about 5hp, but that's still 10% on these little bikes.
