If you'd swap a mint SE for your bike I'll keep my eyes out for a mint SE!
It'll be interesting to see what the 28se goes for (if we ever find out), a V model (that's full power from the factory) RGV250 VJ23 failed to get to £5k recently, that's the rarest of the rare, only 358 ever made...
As regards the 21sp (ohh, back on topic!), it's all about the price and what you want, if it's top dollar and you want a minter, then make sure everything's spot on, obviously Magteks, adjustable suspension, mint o.e. bodywork, dry clutch, sp barrles etc.
If not then anything can be fixed so whatever amout of work you fancy and what you're willing to pay. I turned this into this,for instance and you can't see the knackered wiring loom, 18" rear wheel, bent, leaking mc21 forks or shot engine, all of which are present in the first picture.
