Windbell has a NSR250 MC21 at their shop right now for sale...it's on hold but you can put a deposit down too in case the other guy backs out. I've spoke to them before, they don't usually bring NSR's in. (usually NC30's and CBR400's) Their rational for this is that people don't know how to take care of 2-stroke sportbikes and get pissed of when the motors seize...

Aside from importing, there's a few shops in Vancouver, Windbell can help you tune, and from what I understand one of the guys at Modern Motorcycle races a NSR, so he can help out also. Other than that....you can tune it yourself using this forum as a resource! that's what i'm doing, and i'm sure these guys will try their best to help you out!
