It's been my experience that the NSR is pretty stable, I've owned an MC16 and now a MC21, and I can only guess that they didn't stuff it up inbetween. If the head races are in good shape, and tyre sizes are correct, then maybe raise the rear ride height (I think there is a pattern for an F3 shock bracket that will achieve this) or stiffen up the rear pre-load.
