It is an oval-to-round transformation piece rather than just an exhaust flange. If you look at the profile of the exhaust outlet on the barrel, you will see that it's oval. The pipe is round, so this "flange" allows a smoother flow of exhaust gas, in theory making the engine more efficient to make more power.
