1; Buy an entire 2nd hand PGM4 and 030 card from somewhere like Yahoo Japan via a broker like OK!Shon, they also come up very occasionally on elsewhere. There's a guy in Greece on this forum (his name escapes me) who seems to get quite a few and sell them on Ebay.

2; There are people in Japan who claim to be able to reprogram PGM4's and cards (as well as repair them). There's a post in the members section from someone over there who's willing to be the go between, follow the subscription link at the top of the page.
