TYGA do not program HRC cards. Like everyone else, they (used to) buy them from an HRC distributor, and you had to supply the PIN off the PGM-IV for it to be coded by the factory.

There are some sellers on Yahoo! Auctions in Japan that reprogram PGMs/cards. Whether it works is unknown... no-one on here has had it done yet.
