The MC16 isn't restricted, it's limited!
Limited by the extremely conservative porting, the small carbs, and the exhausts. Replacing all those items with R2/4J parts will see a healthy power increase to around 55hp. To get any more you really have to consider getting inside the cases and also replacing the ignition/harness with an MC18 one too.
