The diagram is a scan from the Official Honda Workshop Manual.

It should be pretty obvious which index marks should line up with the thottle wide open... if the pump's not pretty much wide open at WOT, then it's not set correctly!

In very crude terms, the pump pulley should start to move as soon as the throttle grip is twisted, and the pump should be wide open as the slide reaches fully open. Use the marks though, don't guess it!
