Ah, I do see the issue now.
Yes effectively either the diagram or the text are wrong here;
This is the diagram;
which is taken straight for the manual but according to the manual the mark as shown should be lined up with the mark on the pump body at 50% throttle.
By either a happy coincidence or by design it also ends up that adjusted like this the 2nd mark ends up lined up at full throttle.
With the pump like this and the first mark lined up
the throttle should be at 50%, as you can see the pulley looks the same as the one in the diagram.
If you where to adjust the pump so that this mark lines up at full throttle you'll get about 50 yards down the road before it seized. It also would also leave a load of slack in the cable at closed throttle which would be a pretty major clue that all is not well.
with the pump like this and the second mark lined up
the throttle should be at 100%
