How much do you weigh?
You should start by setting the 'static sag' which is related to your preload setting. This is altered by turning the big nuts at the top of each fork leg and setting it up to suit your body weight will give a good starting point for setup. Google it to find a step by step guide of how to do it online. You'll need a second man to help you do the measuring. If you have too much preload on at the moment then your front end will not be settling down enough under your body weight when you sit on the bike. This will mean the front end is riding high on the suspension stroke and won't have enough negative travel to cope with hollows in the road surface for example.
A good way of seeing how your suspension is working is to wrap a cable tie around one of your stanchion tubes (the chromed bit). Slide it up so it touches the black dust seal at the bottom of the gold part of the fork leg. Go for a ride, find a good, grippy road surface (if one is available) and simulate how hard you would brake for a corner on a trackday. The cable tie will have slid down the stanchion and will show how far the suspension has been compressing under heavy braking. Mine uses about 80% of the available travel in this situation. If yours isn't moving that far then you may have too much oil in your forks which would be my first guess at this stage.
I've got the same conversion on my MC21. I have the original RVF400 springs in. I'm running 300ml of oil in each leg - which is less than standard. Standard fork oil fill capacity is 445ml per leg.
