MC21 STUTTERING UNDER LOAD

My bog standard MC21 (except for a Kiss box/ Daytona filter) has recently had a carb rebuild, and now that its all back together will not rev properly under load (nearly stalls/ 4 strokes). At standstill it will rev quite happily, the PV's motor nicely from 7300rpm. Also noticed front plug is really wet, and temperature takes ages to get past 60 degrees. Oops this isn't running lean it's running rich, but all the jets are the original sizes and the needles can't be adjusted. Could the the solenoid valves cause this issue or the solenoid filter in the airbox? Question I thingk I'll adjust the air screw just to see if that makes a difference!
