There's not much wrong with the 28, it's just that in my opinion there's less wrong with the 21

Personally I've never owned a 28, just lots of 21's. However If I had to have a 28 I wouldn't moan too much as I know that the 21 swingarm can be fitted. The PGMIV will go straight in the bin to make room for a PGMIII etc etc......blah blah blah.....
