Make sure that the battery has a good charge...
If the battery has been sitting around for the 18 months along with the rest of the bike, then it could be dead, or simple low. I know it's not an electric strart, but trust me, the battery makes a BIG difference!
Even on my MC28 race bike with no choke... The battery was dead, and I could kick that thing till I was lying on the ground nearly dead from exhaustion. Then I could push that thing around the paddock area, and on;y after I got a good 20 minute cardio work out, would it start. Of course by then I was so tired, I didn't want to ride it!
Put a new battery in it, and it kicks over in a couple kicks.
Of course all the other stuff that Dave, and Andy said should be checked as well :)
