I bought my MC21R 5 years ago for £700 - the engine started, ticked over and ran well, making good power (it had been derestricted with the wire splice but was otherwise stock standard). Mileage was 27,000kms.
Cosmetics were very rough and the front end had taken an impact which had bent the triple clamps slightly so the front wheel didnt line up with the handle bars properly. Otherwise it just needed some love to get it clean and shiny again. And i reckon i paid too much for it to be honest.
I reckon you can haggle him down a fair bit because of the seized engine. Also, because it can't be started you have no way of knowing how well the engine was running or how easily it started before it seized. For all we know it could have an airleak on the crank seals which could be a serious problem. If he won't knock the price down a fair bit, it might be worth holding out until you find a nicer one for sale? There's just a big question mark over the engine in this one.
Both the SE and SP versions had the dry clutch. If its an SP the wheels will have the word MAGTEK cast into them somewhere.
I've got a copied ignition key for mine too, so long as it works don't worry about it.
I'd source a second hand radiator from a breakers or off the internet if you can't use the one on it - this might also be a good reason to hold out until you can find a nicer one.
