When my bike had been sitting for a while, the fuel broke down and jammed the tap.

Sounds like this might be whats causing your problem. I drained the fuel and removed the tap from the tank and gave it a good clean out.

Shake the tank and see if you can hear anything moving around inside the tank like sand
