What you do have there though, is a complete bike. You should be able to source a running top-end and even a decent crank if really necessary from Yahoo! Auctions (Moriwaki Man in the Members Area can sort that easy enough).
Although there seems to be a number of MC21's being run in South Africa, I don't think there's a huge amount just floating around to simply pick one up at will. It's getting hard to do that even in the UK now, and there must be hundreds of them in the country... at one point between StephenRC45, Racer38, LukeF, and myself, we had at lest 12!
I would ask some really hard questions about how likely you are to find another locally, running, and at what price. You could spend another 6 months or more just looking for a suitable running bike and even then you should really consider at least rebuilding the top-end.
Frankly, your photos are as much use as no photos at all, so no-one can make any educated calls by looking at them. There's probably a lot less wrong with the bike than you think, and it's also highly likely to be an SE. All an SP is at the end of the day is a set of Magteks and a couple of stickers... and about £1000 on top of the sale price if you're mad enough to pay it!
