Ok, finally got around to testing the bike

Ignition off - 11.63
Ignition on without headlights - 11.46
Ignition on with headlights - 10.6
At idle - 12.3
At 4000rpm - 12.6

Bike would not make anymore than 12.6 at any rpm from idle to 10k.

Reg also got quiet hot. As in, 3 secs max touch time.
So this is faulty reg/rec yes ?
Ive searched the forum for related issues,and it sounds like a reg to me.
