Not sure if it answers your question, but If I ride my TZR 3MA in zero-ish temperatures it ices like a good 'un (carb heating circuit is removed for simplicity and access - and the carbs being out front rather than tucked behind the cyls probably doesn't help either... ) Feels like the choke is on and it affects running most at low revs as the pilot air intakes frost up making it run massivley rich on the pilots.

If your rough running goes away as soon as the ambient temp warms up a bit it's likely to be icing. If your carb heating circuit is still fitted (assuming the NSR runs one - I cant remember?) it would be very unlikely to strike I'd think - unless there's a blockage in the circuit.
