I had the same problem on my race bike. Also HRC030.
The answer : Its two things really.
1. Spark Plugs.
2. Too rich jetting.
Buy yourself some BR10ECMIX plugs and drop a size or two on the mains.
There is nothing wrong with revvvvving your bike to 13.5K Mine also rev's clean to 13.5 since I run the HRC030 card. Just be sure to replace crank every year and pistons after every 3rd meeting with practice in between.
