Just to be sure, follow this procedure:

1. IGN on
2. RUN switch to RUN
3. IGN off
4. RUN switch to OFF
5. Disconnect TPS
6. IGN on
7. RUN switch to RUN (listen and watch servo closely!)

Does the RC Valve servo move?

If it doesn't you need to test the servo, the wiring, or your PGM on another bike! (It's not wise to test a working PGM on yours in case the servo or a short has blown it.)
