Well first off check the usual things...

Air filter clean
Oil pump set correctly
Jetting
Correct spark plugs

If it's proving difficult, I've often set them back to totally standard (inc wire-splice) and gone from there. A stock NSR carburetes perfectly across the entire rev-range, so if it's all stock and still won't work you know you have bigger problems.
